The 84-year-old man with dementia reported missing Monday morning in Westminster was found safe and unharmed in downtown Baltimore, according to a news release from the Westminster Police Department.

Cesar Mesa was reported missing Monday morning from the unit block of Bond Street in Westminster and on Tuesday afternoon, police believed Mesa might have been attempting to travel to the New York City area where he has previously lived.

A good Samaritan brought Mesa to the Central District Police Station in Baltimore Tuesday out of concern for his welfare, according to the release.

Westminster police Chief Jeff Spaulding stated in the release: “We are very pleased to learn of the safe return of Mr. Mesa. I wish to express my sincere thanks to our many public safety partners who assisted with the search effort to include the Maryland State Police, the Carroll County Sheriff’s Office, the Carroll County Office of Emergency Management and Chesapeake Search Dogs. We are very fortunate to have such professional, knowledgeable and collaborative partners here in Carroll County.”

Mesa is originally from Miami and has been living with a relative in Westminster for approximately 1 ½ weeks with no other relatives or friends in the area and no means of transportation, according to the release. The police have not been able to determine how Mesa made his way to Baltimore, Spaulding later said in an email.

The Westminster police took actions to locate Mesa throughout Monday and Tuesday. Their search was assisted by three Chesapeake Search Dogs, one Maryland State Police K-9 bloodhound team and a Maryland State Police Trooper 3 helicopter.

Police also passed out fliers in the area seeking help from the public, and the Everbridge mass notification system, which is managed by the Carroll County Office of Emergency Management, made phone calls to approximately 11,000 local residents.
