Tucson to annex 652 acres — largest in recent history — on southeast side

The Tucson City Council has signed off on the largest residential annexation in recent history, bringing in about 652 acres on the southeast side into the city limits.

The council unanimously voted in favor of bringing in roughly 3,100 residents located southeast of South Swan and East Valencia roads and north of the Los Reales landfill, with estimates that the annexation will bring in a combined $25 million in revenues over the next decade. Part of the annexed area is adjacent to areas that are already part of the city, including on the east and south sides.

City officials sold the measure to residents of the Rancho Valencia and Littletown subdivisions on a series of improvements to the area that adds up to roughly $16 million over the next decade, said Mike Czechowski, the city’s annexation project manager.

The area also includes a number of businesses along Interstate 10, including the Triple T Truck Stop, Freightliner, Circle K, Taco Bell, Pilot Travel Center and other small businesses.

Over the next decade, those improvements would include an estimated $8.7 million in roadway improvements and six additional police officers at a total 10-year cost of roughly $6.6 million.

The council also signed off on committing $200,000 a year over five years for neighborhood improvements.

The newly annexed land is located about 3 miles from Tucson Fire station No. 22; city officials do not anticipate needing to hire additional firefighters to cover the new area, said Czechowski.

Nearly 700 of the 1,296 unique property owners in the area agreed to the annexation, which Czechowski said should save some homeowners up to $100 annually in property taxes.

Mayor Jonathan Roths-child said the annexation is an excellent example of what benefits unincorporated areas of Pima County adjacent to city limits can realize.

“This has been an underserved area for years,” Rothschild said.

He called the annexation a win-win for both the residents and the rest of the city, noting the city will receive nearly $1 million in state shared revenues and taxes annually. “I wish more people would look at annexation,” Rothschild said.

The annexation district will become part of the city in 30 days.
